This rule was notified in accordance with Article 15 of the Corporate Restructuring Company Act of 2016. Previously, the law was passed by Congress to stipulate the establishment, licensing and regulation of corporate restructuring companies, and the way they conduct business. The new law introduced is recognized as an innovative step in the acquisition, management, restructuring and resolution of bad assets of financial institutions.

Typically, corporate restructuring occurs when a company's organization encounters serious problems that put it at financial risk. The provisions of Article 4 of this Act prohibit the establishment or conduct of business of a corporate restructuring company, unless it is licensed by the Commission and registered as a public limited company.

Corporate restructuring companies are responsible for acquiring, managing and restructuring or disposing of the companies they are concerned with, their business and property. The restructuring company must also fund and foster afflicted company business and its property for rehabilitation, restructuring, reorganization or liquidation.
